What is the signature?

Why does he sign it, if it from the Rebbe?
the Rebbe would dictate the English letters to R' Nissan Mindel, for some of them the Rebbe would sign himself, on others like the one above it would be signed 'by Nissan
Mindel. The same would happen for the Hebrew and Yiddish letters, the Rebbe would dictate to the secretary and the Rebbe would decide whether it would be signed by him or in his name.
Why? we would need to be a Rebbe to understand that.
To complicate matters, the Rebbe would sometimes sign the letter, but in the secretary's name, e.g. here: http://pirsumrishon.blogspot.com/2009/12/13-teves-5721.html.
